An issue was discovered in OpenSSH 7.9. Due to the scp implementation being derived from 1983 rcp, the server chooses which files/directories are sent to the client. However, the scp client only performs cursory validation of the object name returned (only directory traversal attacks are prevented). A malicious scp server (or Man-in-The-Middle attacker) can overwrite arbitrary files in the scp client target directory. If recursive operation (-r) is performed, the server can manipulate subdirectories as well (for example, to overwrite the .ssh/authorized_keys file).

What to do
Three questions, each answered from this record only. Confirm the vendor advisory before you patch.
Should you patch?
CVE-2019-6111 is in the CISA known-exploited catalog. Confirm OpenBSD against the vendor advisory and apply that fix. The CVSS score does not change the priority.
Which versions are affected?
Compare what you have installed with apache/mina sshd 2.2.0; canonical/ubuntu linux 14.04; canonical/ubuntu linux 16.04; canonical/ubuntu linux 18.04. Apply remediations or mitigations per vendor instructions or discontinue use of the product if remediation or mitigations are unavailable.
What should an analyst verify?
CWE-22: Path Traversal. EPSS 58.20%. The CISA KEV listing is the exploitation evidence. A public exploit reference is linked in Sources. That is not the same as confirmed exploitation. Use the source links for the original advisory.
